
OK jump on me if you like, but I was reading the English Bill of Rights 1689AD.

And this came out:
"
That all grants and promises of fines and forfeitures of particular persons before conviction are illegal and void;"
Are not late charges fines?
Now I guess that some keen eagle legal eye might have a view on this.
One thing I do know is that the Bill of Rights can never be repealed or could be ammended, it is still in force as it is the only statute that allows Parliament to sit and gives parliamentry privalige.
Anyone got a view on this.
