Default business insurance claim NIGHTMARE !

Hi im posting this for my partner as he's not sure what to do now ill try to be as brief as possible although it's long winded and gone on for over 2 yrs now right here goes firstly he rents a 2 shops next to each other off a landlady but it is in two halves seperated by a wall with an archway) but has a small established business in the propertys he suffered a flood in 2006 which damaged one half of shop stock ,displays, carpet plaster etc. and was unusable for 6 mths + the insurance paid a stupid amount for stock but it had to be settled because just as all on that side was sorted around a year after the first flood there was another and they advised that they had to settle the first claim before dealing with the next so he settledthe first he then went through the second claim the loss adjuster came out as with the first claim only didnt ask for all the information so my partner recived pittence again but in the meantime the landlady had a surveyor out and found the problem was the neighbour refusing to turn of a stop cock (the property is a empty shop that was undergoing renovation but there has been no work in 12 mnths )this week he has suffered another flood but this time in the working half of shop (otherside) and this 1 was caused by the neighbour covering the overflow pipe on the roof with carrier bag and concrete rubble (we know they were on the roof 2 days before ! and its never flooded before ! ) weve tried complaining to council contacting water, even the police ! no one wants to know weve worked it out that the damage totals over 30k but who do we approach as the axa have closed the 2nd flood case without him knowing (i rang them 2day asking whats happening
sorry its long winded but dont know what to do now its alot of money 2loose and hes got debts to pay any help would be excellent !

I'd get a police certificate for compaint of criminal damage against somone then take it through the courts if the police wont do nothing. Sounds like somone could be trying to get you out of the shop / put you out of business. Seems like auful lot of flooding!
