Default Thomas Cook Baggage Allowance

I am wondering if anyone could help me with the following...

Several months back I tried to book a holiday online with Thomas Cook but unfortuantely there was an error on the website and it would not let me complete the booking. I therefore went to the Thomas Cook branch and they matched the online price...
I didn't take much notice of the booking as the price was good but, as its now fast approaching (December 2008) i thought i'd go through the paperwork etc...i've discovered that in line with most other tour operators Thomas Cook only allow 15kgs per person luggage - not a problem we thought. We'll up our allowance to 20kgs by paying the difference...I visited the branch and they told me it would be £15 per person. I went home and looked online at the TC website...fly thomas cook | Customer help & frequently asked questions
As my booking reference does not start with the disallowed code of FCTS i thought i would upgrade online as the cost of luggage upgrade is £12 per person, opposed to £15 in branch. Thomas Cook keep sending me e.mails to my registered e.mail address and allow me to log in to see my holiday countdown etc...so they obviously recognise me online! Except, they don't recognise me for when they can charge me £15 opposed to £12 per person for the luggage upgrade.
Is the website misleading as it says only persons with the booking reference of FCTS is not allowed, where mine does not have this reference? They state they don't recognise my reference online when clearly they do as they e.mail me regularly...what can I do??

Is ur flight short haul or classed as long haul as the price changes dependant upon which, 15kg in weight is okay, as we flew to GC for 2 wks and fitted everything into the suitcase, which came to 14.5kg
Personnally i would pack the case and weigh it, b4 buying extra weight allowances. you might be surprised how much you do fit into the case and stay under 15kg, no point wasting ur money unless really needed eh.
