You can negotiate any offer you like - but you can't make them accept - at the end of the day it is up to you how much you are prepared to accept.
I persoanlly want all my money back and am prtepared to wait for it - but others may have different priorities.
Halifax seem to pay quite soon after MCOL anyway so a reduced offer from you may get the response you want, on the other hand you may just waste a further 14 days and still ahve to file claim.
