Question rossendales not budging

hi this is the short version of the story
me and my husband have had some finacial problems as we have 5 children and its only my husband who works and we got behind with our council tax as the bills from the council kept changing due to increases of wage and moving addresses we have now finally got the bills sorted and are paying them monthly but we have 3 previous bills where we have been taken to court by the council on numerous occasions for the same bill all with added summons fees and court fees these have all been passed to rossendales 1 of which my husband signed a walking posession on our door step not inside the house for our car which had just run out of tax and mot we still never paid the debt but rossendales never came to collect the car on the date it stated on the possesion....does that mean that they have abandoned that walking possesion?
also whenever they turn up they add another 110 pounds for a van to remove our belongings even tho again they have never been in my house but they have charged us a levy fee for looking through a window and pushing a walking posession through our letterbox even tho we have not signed it ......is this legal?
ive phoned rossendales and asked for a breakdown of all the accounts all the payment and all the charges but still have received nothing
is there a letter template that i can use to send them stating what i want from them we have an arrangement of 220 pounds per month but we just cant afford that at the moment we are paying what we can when we can but we are still getting latters saying that they will be round with a van
could someone please just clarify what my next step is

You should be telling them how much you can afford to pay not them.If they try to tell you different then report them.Look at it this way if you were to offer them £1 a week and they refused it wouldn't look good for them if they had to go before a judge.Think about it.

have you had any dealings with rossendales they dont listen they dont care as long as you pay them there and then they dont want to know they dont care if you try and ring them your either waiting for 40 mins for someone to answer the phone or you get fobbed off with some excuse like its on a bailffs rounds contact them we have nothing to do with your case once its with a bailiff,we have nver had a phone number left for any of the bailiffs that have put anything through the door ,they have at 1 point even threatened to bring a locksmith to get into our house according to them it doesnt matter if they have a walking posesion or not we owe them the money and they will get it by whatever means neccesary they are very horrible people to deal with
