A friend of mine moved into a brand new house in December. Since then, there have been various faults, some of which have since been rectified, most of which have not and it's taken him up to now to get this far.

To top it all off, one of their workers, (not a contractor), damged his fence a few weeks ago and rather than effect a repair they are fobbing him off with the excuse that there is a dispute with the fencing contractors over payment, (i.e. between the builders and the fencing company), and they can't effect a repair until this dispute is settled.

Can anyone pointhim in the direction he should be looking? I'm looking for building regs, whether the mortgage supplier has an interest etc...
