Default Rossendales

HI all my partner well technically not as we are split up but still live together has a debt for council tax for over £1000. can the baliff take my things as we live together i.e. everything of value is mine TV, pc, 4 guitars 2 amplifiers an electric piano 3 piece suite washing machine etc all i own soley but generally dont have reciepts for as some were private purshase ie guitars out of yellow ad paper. do i have to prove i own them and how can i do this without reciepts. i have read somewhere about a "statutary declaration" now could i get one of these with a list of things i own and will it cost much.
problem is this particular baliff is a crafty little guy
Now we had another one jointly which i have paid, with the same baliff but he came on the 3/7/08 never said he was a baliff but that he was from rossendales to disscuss both debts before ballifs were involved. on that date he said it would be pointless to take things as it would not be worth it and he would come back another day 3 days later to see how we were getting on. he never showed to my knowledge but on the 10/7/08 he posted a notice of distress through the door dated the 3/7/08 which had the following items on "the inventory"

"a sanyo tv" - which he never saw the one downstairs is a daewoo
"3 piece suite" which is only a 2 piece as far as he is concered as other part is upstairs
"d/v/d player" which also isnt downstairs
"nissan primera car"

now when he came he never went upstairs but he said that "the 3 piece couldnt be taken as it is essential as we have a child" yet he has it on inventory.
i rang him on the 10/07/08 and he said if i didnt pay the car would be taken in the next hour or if i took it to work would be removed in front of everyone, i paniced and paid £590 of the the debt leaving £160 left and i said i would pay it the next day. later on i read up on the net so the next day i rang the council and asked if they could do anything as if i paid the outstanding i would have not a single pennie for 2 weeks they agreed to call him and get him to wait until the 24/07/08 today. now he rang my ex partner yesterday and said if i didnt ring him he would try my card details today to get the outstanding debt. i have cancelled the card as it is snapped but i think its outragous as he does not have my permittion to do this. so the problem is i know that because i rang the council to call him off on the other debt he is going to be a EDIT with the current one of my ex
what do i do
