Even The Times, Chip & SPIN, 28 June 2006, albeit in the Business section have picked up on PIN liability shift:
"Previously, if someone bought stuff with a cloned copy of your card, you could simply ask for your signature to be compared against the retailer's copy and if they were different, it was clear that you were not responsible"

What the Card Industry is failing to do is to tell people they can 'opt' out of the PIN part of Chip & PIN and get a Chip & Signature card and continue to sign!
