The hits just keep on coming recently for me

Last week I was cycling home from work, when My bike went down a pothole, measuring about 24" wide and 5" deep. It seemed to have been there a while as it was deep and down through the tarmac to a brown underconcrete, very sharp sides. I couldn't avoid it as it was exactly where abike would be, I was doing about 25 MPH on an "A" Road. Both front and back wheels were buckled and the rims were damaged... beyond repair. I went back the next day, photographed said hole which was worse than I thought and then went and got a quote (£52) for replacement wheels from my local bike shop. I took the old ones in and they confirmed they were goners!!!
I rang lOCAL highways agency and was told to submit all the above in writing and I reported the fault in the road.
I got a letter of acknoweldgement first, then I got one quoting "the lord woolf reforms on civil justice" and saying it was down to me to prove several points to justify my claim, including
a)whether it was aware or should have been re the defect.
b)Whether it was severe enough to be legally hazardous.
c)Whether anyone else was responsible.
They state it is with the insurance section and is being dealt with.
I put a lot of detail in my letter. Can anyone give me advice on this matter. I have struggled to find any info... Thanx for any help
I am still hopefull of getting the money.. as I have now bought the wheels.. and fitted them myself at my own expence.
