Yes the pressure plate is part of the clutch kit.
In most cars no, but some including your citroen have a different design, they have an external arm and an internal rod/fork, the external arm(that I think your calling the fork)can be changed without removing the box, the internal rod and fork cannot.
If the second garage are sure the gearbox has not been removed, then the first garage could not have changed the clutch kit.
