Firstly you have evidence that they recieved your prelim letter so I wouldnt worry about that point.
The threat to call in a totally seperate loan is a threat to make you drop your legitimate claim. What is the worst they can do if you continue? they will have to issue a default before they do anything else which will be a direct contravention of the CCA as your payments are fully up to date. Then they will have to issue a summons in the county court. That you can immediately argue is retaliatory action, which the court will definitely not like.
I, personally, would be even more determined to fight them if they made this threat against me.
I would write to them pointing out that their proposed action is retaliatory and designed to avoid refunding a legitimate claim for unlawful charges, give them 7 days to reply and then issue a moneyclaim.
They are not defending this claim they are trying to avoid it to minimise their costs. Ignore their pathetic threats and go get them

They will back down as they dont have a defence to the claim and they know this sort of action will only land them in deeper water.
