Default DVLA wants my money!!!

Hello to all! Hope those who had problems with DVLA got it solved the way they wanted. I really begun to hate DVLA for constantly requesting money from all of us, good citizens!
Basically, I declared SORN on my car in June 08. Not knowingly that the car park outside my rented house is a public road, I parked it. Some nasty neighbour called up some nasty ppl n told them bout my out-of-date-tax car n sure enough even nastier ppl, the wheel clamper came n clamped my car! So, I paid the fees to release my car, as I can only blame myself for not knowing that it was a public road. Now that I have taxed my car n SOLD it, I received a letter from the DVLA saying that a report has been made alleging that I used/kept an unlicensed car at so n so road on XX/XX/2008, n that I committed an offence under section 29 of VERA 1994. They r again requesting £75 from me saying that the fees I paid to release the car was seperate from this fee IT's requesting! I am confused! When a car got clamped, u pay £100 to release it, then u get the car taxed, then u sell it on seeing that u dont need it anymore, isnt that the end of the story! Why is DVLA getting involved in this???

What they may be asking you for is the back tax to cover the time you declared it SORN until the time you re-taxed it. Basically, because the SORN has been found to be invalid, they want the car tax covered from the day you put you SORN in until the day you bought a new tax disk for it.

Who maintains the car park?

Is it

a) privately maintained;
b) maintained by the Council as landlord;
c) maintained by the Council as Highway Authority?

If you are unsure, write to the Highway Authority (usually County Council, unless unitary) and ask if they maintain the car park.
