Default five fixed penelty notices for no tax

ok here goes i had a car which i left in a council carpark while i was away working in the middle east whilst i was away the car recived five fixed penelties for no tax as it ran out while i was away which i might add werent on the car when i got back !! now this is the crux . the dvla have sent enforcements out for 280 pounds for each quite a sum huh good earner what i,d like help with is are they allowed to do this as surely it would be a continuation of the same offence ?? any case law ? and as i,ve paid back tax on one can they claim back tax on all five notices ?
