Default Dvla Car Tax Fine

please help me!!
i recently got clamped by the dvla when i was having work done on my car last sat outside my mates house for having no tax,fair enough i made a mistake and should of took it to a garage instead of mates house to sort the starter motor,iv had the car for yr now and from day 1 its not been good and not been driven. they clampt the car and i had to pay £200 in total to get the clamp off ,£80 clamping fine and 120 surety untuil i got tax which i have done even though its still not on the road!!! now iv recieved a letter saying they want another £303 for out of court settlement by the 25th of this month, iv explained to them the situation but they are having none of it and wont reduce or come to any sort of agreement whatso ever.they stat they want back pay plus another fine onto and thats seperate from the £200!! when i brought the car it was declared as sorn byt the previous owner and i thought it wouyld be still sorn but theyare saying now it has never been sorn on there records am i going to get another fine onto of back pay aswell?? its gonna cost £503 total which surely cant be right. they wont reduce it or nothing complete and uter joke ,im going to write to them but i cant see me getting any joy. the lady on the phone said if it was parked outside your house you could of got it reduced but because it wasnt we cant even though it got toed to my mates house!! how do i stand here does anybody know iv been so unlucky with this car from day 1 brought i with no engine and beforte christmas had the same thing a cousin in skegness drove it to his to fit a gearbox and new engine and got flashed there obviously i had to say i was driving and there was no get out of that aswell which cost £135!! please any suggestions or any info i could use to fight my case!! total and uter joke really its been on my lawn for 11 months!!!!!!!!!!!!!!!

The enforcements office will listen to any valid arguements that you can use but of course you must have supporting evidence to provide for it.
