Hi

Can anyone help?
I have a friend who has a full driving license, he has had it for many years. He applied for his first license in the name he adopted from his step dad, at the time when he applied you did not have to give any ID when applying for a license. He never changed his name to our stepdads name by depoll. He now wants to get his license changed to his original birth name but does not know how to go ahead.

Can anyone help
