Default DVLA - Confused

I recently purchased a car from a private seller, the car had been sorn off road from when the guy stopped using it and was kept on his parents private land.

I purchased it, went home called the insurance company and got it insured, I then tried to tax it online but the insurance details had not yet got on to the system, so I tried twice more that evening but no joy, tried several times again next day, could not go to post office because cover note had obviously not arrived yet, kept trying bearing in mind in my 25 years of driving I never once have had a vehicle without tax, the next day the situation is the same.

I drive 200 yards in the car and get stopped by a police officer and someone from the DVLA who had no interest in what I had to say they just said £200 or we take the car, when I said I did not have that on me they suggested a credit card, I said not with me but did at home, they suggested that my partner pays using my card, this I did, they let me go, meanwhile during this time my partner had unbeknown to me had been on line and taxed the car, however I now have to go some 20 miles from where I live to produce a valid tax disc and reclaim £120.

When I get home from being stopped the postman has been and delivered the cover note but because it has now been paid online I can not go to the post office.

So my present situation is that I have a vehicle that is taxed but cant use because I am waiting for the tax disc to arrive, I have been fined for an offence I have tried my up most not to commit, do I have any recourse please?

What is the offence you have been fined for? It will most likely be failure to display a tax disc, and so even if you had valid tax at the time you still committed the offence.
