dvla fine

hi all
I recently received my tax reminder which I filled out as sorn as my bike is off the road, a while later i get a fine through the post which i answered saying that i had sent the said form back declaring it sorn. They sent me another letter saying it is my responsibility to check that i have the letter of acknowledgement and still have to pay or they will send debt collectors round. Does anyone know what i should do now?

Is he not protected by Section 7 of the Interpretation Act 1978
