Police reissued a fine

My father in law was driving with his mobile phone in his hand ( i know he shouldnt have) but he doesnt have a clock in his car, and does have one on his mobile. the police officer didnt believe that excuse... fine

he got a fine issued for 3 points and 60 points ( the 60 points should have been pounds)

he went to the local station for an explanation and it was human error.
The guy at the desk told him to tear up the note...

a week later the copper came to his house, and gave him a telling off for going to the local police station, and refined him for his error.

My question is: should he accept the 2nd fine?

Could you confirm that this happened in Scotland?

When your father in law went to the police station did he speak to a police officer or a member of police civilian staff?

It happened in Scotland and he went to the local police station. just normal police officers. the only exception is that the police officer that fined him was from another district

I would suggest writing to the address on the ticket and explaining what happened. I doubt the officer at the station has the authority to cancel a ticket and he/she has acted incorrectly.
