Default DVLA Did Something Right For a Change
I am one of DVLA's biggest critics, but for once they have something in place which actually works. I am referring to the online change of address service:-

Apply online to change the address on your driving licence : Directgov - Motoring

Not only was I able to update DVLA with my new address, I was also able to change my paper licence to a photocard one without the need to send in a birth certificate or other proof of ID. DVLA can now link into the passport agency and get my photo from there to put on the new photocard licence.

How long did it take? I did the application on Monday evening and the new photocard licence arrived today!

I've just tried, but it doesn't recognise my paper licence reference number or the photocard barcode number.

Just on the law of averages, they had to get one right sometime...

On the subject of DVLA, I have no doubt there are many horror stories of this organisation, several have been given national media coverage ( Ashes taken to Court)

I had to obtain a HGV digital tachograpg recorder card, and using details of my "normal" drivers card I got this in 7 days of application ( plus the £38 fee (which company paid for !)) No additiuonal photos/passports etc required
