I purchased a car and lent it to a friend and later found out that they had changed the registered keeper without my knowledge or signature on registration document. I have found out the they forged my signature to transfer keeper to their name and then sold the car - I did not receive the DVLA's letter advising transfer, so had no idea ubtil it was too late

I wrote to the DVLA to complain about this and they but they just said that they are not liable, but I think they are... what do you think?

They are absolutely right. They are not liable.

The DVLA only registers the keeper of the vehicle - they have no knowledge (or interest) in the owner.

Your only recourse is the Police. Your 'friend' did not have title to the vehicle and has committed two major offences - one against you and one against the purchaser - who does not have lawful possession of the vehicle.

As Pat says, only the Keeper was changed, you remained the owner and still are. The problem is the police may take the view that if the V5 now has his contact details listed, you must have somehow agreed to the change, and it is a 'civil matter'. Refuse to accept this, there is a cash limit (varies by force) what they say equates to the matter being evaluated by a senior officer, but if your signature has been forged on the V5 to generate a new RK then you're in a good position if the car is worth more than a few thousand.
