Is a application form a signed credit agreement?

The site has helped me get to the point i am at today i followed guides on the site and i asked two different dca to provide a copy of signed credit agreeement firstly LLowel only proided me with a signed copy of a application form for a cap 1 card can someone confirm that an application form does not constitute a signed copy of a credit agreement
The second company DEBT Managers also only sent me a copy of a application for a Abbey Bank account neither of these companys have included a agreement they have both well past 60 days since my original request. please can some one confirm until they provide signed credit agreement i am in a postion to tell them both to go whistle as they a have broken the law thanks

following on from this Deb tmanagers have today written to me asking for money do i ignore them or politly tell them they have committed an offence i sent them cca in december and all they come back with was a signed application form thanks
