HI! this is my first post and I'm hoping that you could help me.

I used Capital One to pay a payment processor (like Paypal) to transfer money to an advertising site online but the merchant never received the money because the payment processor (Stormpay.com) has frozen all my money and my husband's. Now, I made a dispute through Capital One and they're response was this is between me and Stormpay and out of their hands.
My question is, is this right. I thought because I never receive the service I paid for, I should get a chargeback or refund for that

Could you please give me more lights on this.
