Default CSA + Child in permant care

Hi all,
Long story, but i have a child with a previous partner, i was with this person for 6 years then when we split up i made arrangements with the CSA who have royally ripped me off over the years.
AnyWays.
Ive not seen the child since he was a baby, she denied any contact other than though the CSA, the boy is now 12.
Friday i got a phone call from a friend from social services, he done it off his own back (even though he wasnt suppose to), anyways all her children (6of them and they wont split them up for some reason) have been put in perament care because of neglect (something i had flagged up to social services about 11years ago!). this happened over a year ago and he had just been handed the case.
he asked me if i could take care of all of them first of all, i then explained i had a 4 year old and 7month old twins this wouldnt be an option, - besides it would wreck my family now.
Please dont see me as being callous - i lost him twice over (she was using the carrot and stick method) and nearly was killed by her the last time - i really cant emotionally now go though it again - the boy wouldnt know me if he bumped into me in the street and likewise for me. i have too much now on my plate to go back - especially having to deal with this wast... i mean woman again - let alone house 6 kids, i purely dont have the room....

my question is as the boy is now in the hands of social services and wont ever be returning to his mother would i still be liable to pay CSA payments?. My payments have reacently risen to £680 per month from £550 and this could make a massive difference to our very tight living life.
I personally think that i would have to pay it whilst the child is being cared for by social services but thought i would check.
I rang the CSA and they wouldnt give me any information and told me to call monday to speak to someone else (typical friday afternoon attitude and motivation), but were intrested in the fact that she hadnt had the children in over a year. Im suspecting she hadnt passed this nugget of information over to them.

has anyone been though this before?
thanks for any help
