Unhappy BARCLAYCARD won't send my old statements.

MODS - please move to Barclays forum if appropriate.

I sent a Data Protection Act request to Barclaycard exactly 40 days ago and this morning my statements arrived. I had asked for everything from the time the account was opened (1999) but they have only sent from May 2004 stating that

Statements prior to this date are not held on a computer or a structured relevant filing system and therefore, they do not fall under the Data Protection Act 1998.
HOWEVER, in the same letter they offer me statements from that period at £3 each.

I have looked through the Data Protection Act and can't find anything to complain to the Information Commissioner about but surely this is wrong, as the information is obviously available to Barclaycard. I'm pretty sure I've read somewhere on here that the Data Protection Act now covers all information, not just that held on computers but I can't find the thread.

If anyone can offer me suggestions as to my next move I'd be very grateful.

Aha, answered my own question - I've found it in the Act:

"relevant filing system" means any set of information relating to individuals to the extent that, although the information is not processed by means of equipment operating automatically in response to instructions given for that purpose, the set is structured, either by reference to individuals or by reference to criteria relating to individuals, in such a way that specific information relating to a particular individual is readily accessible.
Complaint form off to the commisioner in the morning.
