Is an arrangement to pay always offered?

If a debt is outstanding, is the bailiff obliged to accept an arrangement or can they insist on the full amount?

when I was faced with the problem the other day, I ended up paying a lump sum and the bailiffe let me pay the rest over the next couple of months, don't know if he was obliged to or not, but he made out that he was doing me a favour, and that he would get in trouble for it, but probably just trying to make out he was on my side and score points or somthing.

I found that talking to the original debtor really made a difference, and a different matter was taken off the bailiffe, much to their dismay.
