Default Congestion charge bailiff letter HELP!!!

Yesterday evening I returned home to find a Bailiff's 'Final Notice' letter through my door. After a few enquiries I found out that it was relating to a congestion charge fine for not paying the charge on 14 Nov 2007. We obviously drove into the zone without realising as normally we pay our charges straight away. In this instance the bailiff's letter was the FIRST THING we knew about the charges.

We moved house on 21st November 2007 and changed our address with DVLA a few weeks later probably around the 8th January and certainly no later than that. I can understand that anything sent between 21st November and beginning of Jan would have gone to the old address but should we have received SOMETHING between then and now which informed us that payment was due?

We have filled in the statutory declaration form saying we didn't receive any communication from them but what are the chances of getting the order for recovery reversed? Should we pay the bailiff now to avoid further costs and hope we get our money back from NOrthampton County Court?

Also, is this debt registered against us and therfore affecting our credit rating? We have our wedding coming up in three months and still have a bit of money to borrow to pay the final balance on our honeymoon so not getting because of a court judgement would be a disaster - talk about bad timing!

Any help much appreciated!
Thanks.
